UPSC marking is judicially described as band-accurate, not point-accurate. Moderation accepts examiner subjectivity and seeks uniformity. So we return a band and our uncertainty, never a number pretending to be precise.

If a grader claims higher agreement than the measured human-human ceiling, it has learned an artifact of the data, not the skill. We publish our own ceiling first, then never claim above it.

Every claim carries a pointer back to the syllabus, a past paper, or the answer itself. A tutor that cannot show its source is guessing in a confident voice.

No knowledge-tracing model reliably detects what a student does not know. Production evidence puts specificity below 0.5. So a suspected gap is probed with targeted questions before we spend a single hour of your time on it.

The gaokao in China, the suneung in Korea, the juku system in Japan. Whatever else is true of them, they are the most studied high-stakes exam machines on earth, and the parts that work are not secrets. They are three habits, repeated at a scale no Indian aspirant can afford, because each one is paid for in a teacher’s hours.

Chinese students keep a separate notebook of every question they got wrong, and re-attempt it on a schedule. Not the syllabus. Their own mistakes. Navgati keeps that book for you and decides the schedule with FSRS, gated so a concept you have not learned yet can never be queued as revision.

In a Japanese juku you do not move to the next level because the calendar moved. You move when the current level is automatic. Navgati holds a separate Elo rating for every concept and will not advance you past the gate, however far behind your own study plan that leaves you.

Korean hagwons place your paper against other papers, because a number out of 250 means nothing until you know whose 250. Navgati grades Mains by comparing your answer with others and with answers a real examiner has already marked, then reports the band that comparison earns.

Someone has to mark the error book. Someone has to decide you are not ready. Someone has to rank the papers. That labour is why those systems work, and why they are priced out of reach of the aspirant who needs them most. All three are mechanical. Ranking and scheduling in Navgati never call a language model at all, which is the only reason these prices are possible.

Six Prelims papers is about six hundred questions spread across the whole General Studies syllabus. That is nowhere near enough to hold a separate rating for every concept, so the Prelims item bank cannot be built out of the official archive alone and we are not going to pretend otherwise. Mains is the opposite: 319 papers over three years, every optional subject included.

The Commission also publishes no model answers, ever. So a Mains band anchored to a real marking scale needs answers a human examiner has marked, which no amount of scraping produces.

Research is complete for this phase: 24 indexed artifacts, seven decisions that evidence overturned, and six claims that were refuted outright. The engine core is written and tested. Nothing has touched a real student, and this page will say so until that changes.
